The Blueprint for 2020 Action Plan (http://www.gov.scot/Publications/2017/03/8937) sets out how the expansion to 1140 hours will be taken forward. It highlighted that in order to ensure that the funded early learning and childcare entitlement is delivered in high quality settings the Scottish Government will introduce a new, and more progressive, service model in 2020. This will be built on a Funding Follows the Child approach, a key aspect of which will be a ‘National Standard’ that all providers wishing to deliver the funded entitlement will have to meet.
As you may be aware on 29 March 2018, the Scottish Government and COSLA published a joint consultation Early Learning and Childcare Service Model for 2020: Consultation Paper, which sets out the Funding Follows the Child approach and seeks views on the proposed National Standard that underpins it.
The introduction of this new approach represents a substantial change for the early learning and childcare sector in Scotland. The Scottish Government want to ensure that everyone in the sector, can provide their views on the new model. They want to hear these views and that is why they are consulting on the proposed National Standard.
As part of the consultation process, the Scottish Government will be running a series of engagement events across Scotland to hear directly from you on the approach set out in the consultation paper.
